One could say the same thing about packet fragmentation. Sending large blobs certainly isn't the main use of the library, and it can't be that hard to implement on top of it either. But it is part of the library nonetheless. The fact that some feature is simple to implement outside the library isn't an argument not to make it part of it, provided it is convenient enough and potentially useful to more than one user.
