core: unified code for matching VDS (#855776) https://bugzilla.redhat.com/855776 Unified 2 methods which has duplicated code to match a VDS to run VM. One method was used for canDo and other for execution. The unified code makes the canDo and Execute be symmetric and easy to log mismatches.
