Yes, people who don't speak English at all, or speak very poor English
would in fact like to have a complete rtl interface, but, they too would
prefer having an untranslated application still be ltr. So in general,
the translation should choose, there's no escaping that.

As you said, textblock has nothing to do with it, because text is
different, since it's mixed.
