sure. for now i think we'd assume there is some kind of gettext goodness layer
that checks LC_* and checks if a translation exists and if it doesn't refuses
to change to RTL mode (of target translation is an RTL one). well if the .po's
have the RTL vs LTR mode in them then this will just nicely percolate through.
