I have found the solution in the Thread *[e-users] Gtk / 
gnome-settings-daemon / Gnome3*

is so simple:
.. there is an option in look->applications->'enable settings daemon'
which makes e17 manage xsettings. /It needs to be disabled to make
gnome-settings-daemon work/...

And no need for ~/.config/gtk-3.0/settings.ini!
