It has nothing to do with the problem at hand!

I have found the really simple solution in the thread *[e-users] Gtk / 
gnome-settings-daemon / Gnome3*

.. there is an option in Look->Applications->'enable settings daemon'
which makes E17 manage xsettings. /It needs to be disabled to make
gnome-settings-daemon work/...

And no need for ~/.config/gtk-3.0/settings.ini!
