How many Hotmail accounts do you have in your identity?  There is a known
issue with more than two Hotmail accounts that you might have problems like
this.

If that isn't it, try clearing the cache for the Hotmail account you're
having a problem with.  Control-click the account name in the folder list
and select "Empty cache".
