Is there any chance the attachments have been removed from the original
message?

I see what you mean that the preference does not affect forwarding. For me,
forwarding a message with attachment works; the attachment shows up in the
new message. If that isn't happening, you are right, and something is wrong.

Have you tried doing a rebuild on the database?
