I can confirm that there is an attachment to the original messages, that it
hasn't been removed or modified in any way before trying to forward the
affected messages. Note that the problem does not affect all messages; some
get forwarded correctly, some lose their attachments.

I tried both types of database rebuilds, but it doesn't seem to have an
effect on this issue.

Is anyone at Microsoft aware of this?
