Open a message you are forwarding with attachments. Click on the "Attachments" triangle to expand that pane. Click on the "Encode..." bar below that. You'll see a checkbox for "Send attachments for CC and BCC recipients". Is it checked? If not, forwarded copies going to CC and BCC recipients will not contain attachments. If it is checked, they will.
