Not for me. I never open messages into their own window - I always use
preview pane. When I forward from preview pane, attachments are always
included in the new forward that open up.

Do you perhaps have a rule, whether incoming or outgoing, that removes
attachments from messages under certain circumstances, then forwards
messages? Or a rule that runs a script which does this?
