Not that I know of, at least in OS X.  Maybe they've reserved it for some
"common" function which I'm not aware of.

I agree that Command+' was a better key command than Command+Shift+V in the
instance of pasting as a quotation.  The former just was easier to use, in
my opinion.  I suppose this was for consistency with the other new "Paste
Special" options; I still would have preferred the old one still work!

Perhaps they'll implement customized keyboard shortcuts sometime (as I know
has already been requested).
