Let me try to clarify this.

There are clearly some cases where a recurring all-day event is tied to a
specific start time in a particular time zone.  I might create a reminder to
watch the TV broadcast of the New Year's Eve celebration in Times Square,
and I want to watch it every year.  Here it makes sense for me to set the
event to a fixed date and time in EST.  The reminder will come up at the
correct time, no matter what time zone I am in.  Entourage apparently
handles this situation correctly, although the UI implementation needs
improvement.  (The time zone popup should be next to the event date and time
fields, and not hidden inside the options popup - which is not even visible
when toolbars are suppressed.)

I think the example above is unusual.  In most cases when someone sets a
recurring all-day event they want that event to bind to a specific calendar
date, regardless of which time zone they are in.  New Year's Day is January
1.  Income tax day is April 15.  My mother's birthday is November 25.  The
event banners for these events should appear on the correct days of the
calendar, and there is no reason for Entourage to change the dates,
depending on the location of the computer.  I think this is a bug.

Perhaps there is a way to enter recurring all-day events in Entourage so
that the dates do not change when the user changes time zone.  If so, I
would like to know how to do it.  Manually changing the time zone setting in
every affected event is a very ugly workaround.

One possibility that I have not tested is to use a recurrence pattern of the
form "occurs day 25 of every 12 months effective 12/25/03".  The pattern is
entered by choosing the "Custom..." option in the "Occurs" popup, and then
choosing a monthly recurrence interval.  But I don't know if this workaround
suffers the same shifting problem as events created with the more
transparent pattern "Every December 25th".

Someone can correct me if I'm wrong, but I think that Palm Organizer
(formerly Claris Organizer) provides a separate class of repeating events
that are bound to calendar dates and not times.  I forget what these events
were called.
