I think Diane's message was misleading. You CAN re-run rules as "Apple All Rules," with the exception that no MLM rules can be rerun. Therefore, your rule should definitely be working when you "apply all". If, as you say, it is the first rule, it CERTAINLY should be running. All I can suggest is to try deleting the rule and recreating it.
