Particularly since MLM rules can't be applied manually, their proviso NOT to apply other rules to messages handled by them way back at download time should not be in effect if you choose to apply rules manually to a message. That proviso should only operate automatically when the messages first download. It's inconsistent to be non-operative except in preventing other rules.
