In the old days of in-band flow control, Ctrl-S was XOFF which meant "stop
sending, my buffer is almost full". Its counterpart, XON, was Ctrl-Q which
meant "resume sending".

Many output devices could not always keep up with the speed at which data
was sent to them (on printers, returning the carriage or form feeding took a
long time relative to how long it took to send the command and of course
they could run out of paper; terminals could be paused to allow the reader
to take some time reading something). XOFF/XON was the receiving device's
way of telling the sender to pause and resume.
