Ken, My understanding is that in P mode, a FEC-2 reduces the exposure by 2 stops, because there is no balancing going on. In the other three modes, then you are correct. Please also note that over EV 10 or so, there is some automatic FEC built in--depending on the camera one can disable. The best description is contained in the following article.
