Only way to know is put them both on a tripod and shoot them both then
compare in same conditions, same film, same light.

Both are about the same at 300mm. As to focus, the 75-300 focuses
quite quickly, just a bit noisier than USM.

Are you comparing photos handheld with IS on one lens and one without?
If so you will definitely find the IS makes sharper photos.
