You're not!  This is below the minimum static RPM.  If by "take off" you
mean 
when the wheels left the ground, then the problem is even worse!  Static
RPM 
is the full throttle RPM measured at a dead stop.  By the time you reach 
takeoff speed your RPM should ba a couple 'hundred RPM higher than your 
static reading.  If your plane can't make the minimum, you owe it to
yourself 
to figure out why before you start your take off roll.   Most common
reason, 
other than faulty tach, is low engine power, which can lead to the
problems 
you described, i.e. extended take off roll and brushes with trees.

(BTW, if you cannot make static RPM as spelled out in the TCDS then your 
plane does not meet the certification requirements and is unairworthy, in 
this case with good reason...)
