there is a spring inside the shaft of the gear.
Sometimes it gets stuck with corrosion. 
What I did:

Soak the whole thing in diesel fuel overnight and then stick a large 
screwdriver in the engine end and push down, it should loosen up. If it is 
stuck compressed, hammer the screw driver a few times and release it to see if 
it comes back or turn it over and push the srewdriver down on the lever side. 
to see if you can work it loose. 
I have installed a thin o'ring around the end of the shaft to replace the felt 
seal that should be there between the housing and the gear  to prevent oil from 
leaking out the bushing.
File the pinion gear teeth to remove burrs if there are any.
Lubricate with engine oil before re-installing.
