I don't think this is a bad idea at all, actually. In fact, I think
such a menu system will work better once we are using Projects and
start eliminating the importance of applications.

I would prefer to move the small icons to the panel/shelf when we get
them... I think otherwise they'll look very lonely up on the top all
by themselves. Thus, I would be for the complete removal of the top
menu entirely, and shift focus to getting a panel/shelf implemented
as a home for utility icons.
It is indeed lonely. But it is just a start.
We can transform it later once we have a more solid idea
regarding panel/shelf.
I probably will come up a simple implementation first
so that people can see how it work and discuss the merits.
