Well, just found out that, since 1.5, though all the prompts point to
this process being accessible through Options/Advanced--it's become one
of those things only accessible via about:config. (Glad I knew what the
hell THAT was).
And believe it or not, I actually found the answer in the firefox FAQ.
Gotta be a first.

(Notice I got way down here on the bottom before I acknowledged I'm
trying to do this through windoze 2kPro--and using the LUG list for
help, to boot!).

(check the process list to make sure)
IIRC, FF by default allows extensions to be installed from mozilla.org
<http://mozilla.org> -- there are some nifty extensions elsewhere and
those sites do need to be permitted.
