I can vouch for this, as we were affected for a short bit (about a day
without Comcast, oh, boo hoo ;-)
But, my take on that right now is that EVDO or similar is another possible
solution.  Sure, cell networks will be crammed during emergencies, but it's
just another option.  There are some good EVDO solutions that you can do for
a pure data plan these days, where you don't need a contract, etc., and
unlimited use for like $50/month.  Not free obviously, but something to know
about.  I keep toying with getting a setup myself simply for the times when
I travel, or various other situations where either WiFi is not available or
is so poor that using the EVDO setup is more appealing.
