I personally use Qwest and can't complain.  I had to use my work
laptop (Windows) to set it up since I am strictly Linux at home, but
after that it works great.  I am not paying much more than $90 a month
for internet, phone, and satellite TV (DirecTV) through Qwest.  It
sounds like it might be time to switch on cost alone...

I had Comcast when I lived in CA.  Terrible customer service.  I
literally can't mention them around my finance without her spewing
expletives.  Qwest has always been easy to deal with and helpful.

Congratulate your Dad, I think it is awesome that he wants to get
online and that he will be using Linux to boot :)
