16 Optimas will give you 30 miles range at 80% DOD each trip. Life time of the Optimas will be short - less than a year (driven every day). More batteries you get - less DOD each trip - longer the pack works.
Of course, the motor/controller voltage (unless you do buddy pairs) and max weight suspension can handle (buddy pairs or not) are your main limitations. Not to mention handling.
