No, the NEC simply assumes that an electrician knows that the length of run
will affect the available amperage, and adjusts the size of the wire
accordingly. In other words, they deal with minimum sizing, not maximum for
the amperage draw. Minimum size is a safety issue - maximum is a practical
issue.
