It has been done - look at Sheer's car ( 
http://www.austinev.org/evalbum/338.html ), he's got almost exactly 
what you are asking for at the same price.  He has a good donor car - 
as you said, something which seats 4, and I would say a car which can 
seem accessible to most people (ie not a Porsche).  One of Victor's 
high voltage AC drives combined with a NiZn pack can provide us with 
plenty of acceleration, top end, and range (as Sheer has demonstrated, 
100+ mph, 80+ mpc).  One of Rich's PFC chargers will give us all our 
charging needs.  Not to idolize Sheer and his car TOO much  =)  but I 
think he has done the "ultimate" conversion - he has almost exactly 
what you are looking for, right down to the heater and AC.  Nowhere 
does he come up short (well, maybe acceleration??).  If we pick a 
slightly newer chassis this would be a nice production conversion.
