Hybrid double-decker bus launched
London's first "green" double-decker bus has gone into service to
help cut carbon emissions.

The hybrid vehicle, which runs on diesel and electricity, will
produce 40% less carbon dioxide (CO2) emissions than regular
buses.

It will operate between Palmers Green and London Bridge on route
141.

Mayor Ken Livingstone called for manufacturers to make hybrid
buses more financially feasible to speed up their introduction
across London.

The hybrid bus is a key part of a range of measures designed to
meet targets for tackling climate change.

Mr Livingstone said: ""This is a world-first for London, marking
our commitment to a cleaner, greener public transport network."

A battery pack powers the wheels of the new hybrid bus through an
electric motor.

Unlike conventional buses, energy generated from braking is
recycled and used to charge the batteries.

A Transport for London (TfL) spokesman said: "We are hoping to
add 40 double-decker hybrid buses to the fleet this year and then
gradually increase that number."

By the time of the 2012 Olympics, TfL aims for every bus
purchased for London - up to 500 per year - to be a hybrid bus.

Single-deck hybrid buses have been operating on London route 360
since March 2006.

Honda's two seat hybrid sport concept car

Honda and Toyota displayed hybrid concept vehicles at the 77th
Geneva International Motor Show giving us a glimpse of the future
of hybrid automobiles.

Honda is displaying a two-seat concept sports car at the Geneva
Motor Show which is their Small Hybrid Sports Concept car. This
concept car is just that, preliminary ideas. It is a two-door
sports car with front-wheel drive and a 4 cylinder engine. Honda
might be looking to replace the Honda Insight Hybrid car with a
sport car design.

Toyota is also displaying their concept car by showing off a
sneak peek sketch called, Hybrid X concept vehicle. This concept
car has four doors, and four seats. Its design is a sleeker
version of the Prius. The Hybrid X has a roof made up of mostly
of glass. Everyone is speculating at the show that this Hybrid X
may be the replacement design for the Prius in the years to
come.

Who Killed the Gas Guzzler?
The leading importer of electric vehicles talks about micro-
cars, a 155mph battery-powered SUV and neon paint jobs

Steven Schneider has been selling cars—everything from tiny
European imports to boat-like Lincolns—nearly his entire life.

Now, as CEO of ZAP (for Zero Air Pollution) in Santa Rosa,
California, he specializes in the distribution of small,
fuel-efficient automobiles. It’s a job, he says, that makes him
feel less like “the stereotype car salesman with plaid pants and
a white belt.” The country’s largest retailer of electric
vehicles—90,000 sold worldwide since 1994, including 300 electric
cars but mostly ATVs and golf-cart-size vehicles—ZAP recently
introduced the fastest production electric car in the country, a
three-wheeler called the Xebra that can hit 40 miles per hour. By
the end of next year, ZAP will introduce the Obvio, a pint-size
Brazilian import that will be the nation’s first commercial car
to run on 100 percent ethanol, followed by a Lotus Engineering
electric SUV that will top 155mph. We spoke with Schneider about
his thriving eco-dealership and his ambitious vision of a green
automobile for every driver in America.

Q: Why aren’t electric cars more popular in the U.S.?
A: Those of influence don’t promote them. I hate to be so vague,
   but we’re not looking to make any enemies. That said, I
   believe that within the next few years, due to public demand,
   we’ll start to see more of them.

Q: The Xebra is efficient, but what’s the point if the range is
   only 40 miles?
A: It’s a great little inner-city commuter or country-road
   vehicle. It’s technically freeway-legal, but it’s not built
   for that. With it, we’ve introduced electric-drive technology
   at an affordable price—under $10,000.

Q: What’s with the zebra stripes and neon paint job?
A: People want to be noticed. They want to stand out in a crowd.
   It’s the same for Ferrari or Rolls-Royce drivers.

Q: Who’s buying your cars?
A: Families, people who want to make a difference, people who
   want to save money, people who want to make money, and
   everyone in between. But electric cars also bring a lot of
   benefits for fleet applications and city government and
   utilities. Our little Xebra truck is the ideal meter-maid
   vehicle.

Q: What about those of us who want more than a short-range
   cruiser?
A: We’ve partnered with Lotus Engineering to introduce an entire
   line of green but very advanced vehicles. One is an electric
   SUV called the ZAP-X that we expect to sell in the $60,000
   range next year [see “Burning Rubber, Saving Fossil Fuel,”
   right]. Its all-aluminum frame allows us to add additional
   batteries that give it a 350-mile range, a penny-a-mile
   operational cost, 155mph capability, touchscreen controls, and
   all-biometric entry and ignition.

Q: Where will we charge up?
A: In the early stages, people will just plug in at work,
   restaurants, their homes. Costco and Wal-Mart already have
   outlets available. The infrastructure will change so you’ll
   just put a few quarters in a station and start refueling. The
   Xebra takes four hours to recharge, but the ZAP-X comes
   standard with a new fast-charging lithium battery. Plug it in,
   and 10 minutes later you’re on your way.

Q: Will it kill your electric bill?
A: No, because it costs about a dollar to refuel the Xebra, and
   roughly $3.50 for the ZAP-X.

Q: So from the Xebra to the ZAP-X, is your basic idea to have an
   alternative-fuel car for all consumers, except maybe the
   Hummer-lovers?
A: Even the Hummer driver.

Gasoline: More Pain At The Pumps

In the late 80’s and early 90’s government agencies across the
nation were part of a pilot program for the development and use
of electric vehicles for daily commuters and the program was
enormously successful. Still today you can visit some state and
federal facilities and find these vehicles in use or parked at
charging stations.

Congress should take action to help mass produce electric
vehicles and turn this American dream into a reality; at the same
time Congress can assist the ailing U.S. Automobile Industry.

Over 100 million Americans travel less than 50 miles per day to
and from work and the idea of an electric vehicle would be ideal
for such commuters.

Within a ten year period Congress should invest $200 billion to
help the struggling U.S. Automobile Industry with funding to
design, build, manufacture and market electric vehicles.

This would be a partnership between the U.S. government (the
American people), and the U.S. Automobile Industry (General
Motors, Ford and Chrysler); this would create good paying jobs
while cleaning the environment, and generating hundreds of
billions in U.S. revenues. More than 80 percent of all American
households would have electric vehicles in their garages by
2020.

For this to happen Congress must cut funding for the war and
invest in our economy; Congress must invest in American jobs and
American industry. The technology already exist, the only
road-blocks to less dependency on oil is the politics on Capitol
Hill.

    I've been thinking of specific gravity measurements while underway.

Perhaps a cell cap could be modified to include 2 tiny platinum (or cadmium)
wires, insulated except near their ends to eliminate electrolyte level changes.

They could extend to within a couple millimetres of the plates, but always
below the surface level of the electrolyte.

Conductivity between them should indicate state of charge, in a relative way.

Revving up for electric cars  By Dana Yates
Slow down and make way for electric go-carts in Foster City.

That’s the message the Foster City Council will be promoting
after it discusses its interest in promoting neighborhood
Electric Vehicles — or NEVs — at its Monday night meeting. The
council is expected to approve reducing the speed limit from 40
to 35 mph on parts of Shell Boulevard between East Hillsdale
Boulevard and Bounty Drive and East Hillsdale Boulevards between
Altair Avenue and Edgewater Boulevard to accommodate the new
vehicles, which are required by law to travel on streets with
limits no higher than 35 mph. It would allow the vehicles to
travel to shopping areas like Metro Center.

The Foster City Council wants to set a trend and be one of the
first cities in the state to allow the go-cart style vehicles
throughout the city. However, the council was previously mixed on
whether to reduce the speeds. In January, the council agreed to
promote the use of NEVs by way of television, radio and by
driving the city’s only such vehicle more often.

NEVs are essentially zero-emission golf-carts. To be “street
legal,” the vehicles must be registered, insured and driven by a
licensed driver. They must be equipped with federally-mandated
safety equipment. Their maximum speed is 25 mph and state law
prohibits NEVs from traveling on roads with speed limits more
than 35 mph, according to a city report.

Councilman Rick Wykoff introduced the idea at the council’s Dec.
18 meeting. After a lengthy debate, the council voted 4-1, with
Councilwoman Pam Frisella dissenting, to reduce speed limits from
40 mph to 35 mph on Shell, East Hillsdale and Edgewater
boulevards.

The council’s support of electric cars poises Foster City as one
of the first cities in the state to enact progressive NEV laws.

The California cities of Lincoln and Rocklin have pilot programs
to implement the use of NEVs. The vehicles are most common in
cities with golf courses as a primary focus of recreation. Police
in Rocklin said their program is still being implemented and the
NEVs are only used adjacent to the nearby golf course, according
to a report issued by Foster City officials last month.

The Foster City Police Department is currently the only known
owner of a NEV in the city. The department received a donated
Ford “Think” and uses it approximately 10 times a year for public
events such as the Art and Wine Festival and school graduations
in the park, said Police Chief Craig Courtin.

The vehicle was used once to conduct a traffic stop, but that is
not advised, Courtin said. The officer driving it was leaving the
department parking lot when she noticed a traffic violation.

Yes, size does count in a petrol-panicked market

FOR decades the Australian car industry has specialised in large
six-cylinder cars and has done well.

Years of protection and limited development budgets meant the
cars were generally a little behind in technology, but they
offered good value for money, at least more recently. The price
of the base Commodore, $34,490, has barely moved in 10 years.

The local sixes thrived as there was no direct import threat.

But the game is changing. The value of specialising in
six-cylinder cars has evaporated as domestic buyers have moved to
more economical cars or multi-purpose vehicles such as
four-wheel-drives, so it does seem that the industry needs a new
specialisation if it is to survive.

The Labor Party proposal to encourage development of new,
low-emission drive trains is well timed. Car makers around the
world are wrestling with several solutions to the main issues,
the perceived dwindling of oil supplies and the threat posed by
carbon dioxide and global warming.

Those solutions include hybrids that combine internal-combustion
engines with electric motors, turbo-charged diesels and full
electric cars that can be recharged overnight or by an on-board
fuel cell.

Leadership in one of these areas, or in elements such as
fast-charging batteries or more efficient electric motors, could
well give one or some of the local car makers a more secure
future.

Corey Lamb [ [EMAIL PROTECTED] ] has always been the guy in the 
room with the big idea -- so many, in fact, that his mother 
grew weary of hearing them all.

"My mother said, 'I'm tired of hearing about all these great
ideas and you not putting them to use,' " he said. "I've had tons
of ideas, but I've never taken that leap of faith."

Two months ago today, Lamb took that leap. People have been
pointing and staring at him ever since.

In January, Lamb started O-Cartz, a small but growing fleet of
electric cabs that prowl the streets of downtown Orlando.
Technically, they are NEVs, or Neighborhood Electric Vehicles.
Picture a "stretch" golf cart.

Downtown workers and nightclubbers are accustomed to seeing taxis
and no longer look twice at the muscle-powered pedicabs that
started a few years back. But a silent golf-cart-like vehicle
with chrome hubcaps and three rows of bucket seats -- well,
that's different.

"It's like I'm a ghost or an alien," Lamb said. "People point or
stare."

For $3 a pop ($5 roundtrip), Lamb will pick you up and take you
where you want to go, as long as it is downtown.

The 29-year-old entrepreneur, who holds a master's degree in
communications and information systems, was walking downtown with
a cousin a few months ago when the idea came to him. His cousin
noticed all the pedicabs -- bicycles pulling passenger trailers
-- competing for foot-weary customers.

"He said, 'If I had a golf cart, I could run those things over,'
" Lamb said.

If he were in a comic strip, a light bulb would have appeared
over Lamb's head.

After a bit of research, Lamb bought two NEVs from Global
Electric Motorcars, a company owned by DaimlerChrysler AG. He has
two more on order.

Powered by six 12-volt batteries, the vehicles have a top speed
of 25 mph and go 30 miles before needing a charge from a standard
electrical outlet. But the carts can legally operate only on
streets with a speed limit of 35 mph or less, so O-Cartz's
territory is restricted to downtown.

The city regulates taxis and is in the middle of enacting
regulations for pedicabs. When Lamb rolled onto the scene, city
officials were just as puzzled as downtown residents.

"When they first contacted us, we weren't sure what the heck they
were. We had to do a little research," said police legal adviser
Natasha Permaul. The city eventually determined the carts --
which have equipment not found on most golf carts, such as
headlights, taillights, seat belts and windshield wipers --
qualify to share the road.

The business operates at midday during the work week, hauling
downtown workers back and forth to lunch. Wednesday through
Saturday, O-Cartz caters to the nighttime crowd, carrying people
to dinner, Magic basketball games and nightclubs as late as 3
a.m.

Things are toughest for any business in its first months, but
Lamb said he is attracting repeat customers and gets referrals
from concierges at downtown hotels.

Most people who climb in his cart want to go someplace that is
too far to walk but not far enough to justify calling a
traditional taxi, Lamb said. Plus, there is the mystique. As much
mystique as you can get at 25 mph, anyway.

"It has a small sense of adventure," Lamb said. "It's fun."

shortly thereafter we started thinking Jets versus Shark(z),
because the pedicab drivers are territorial as all hell.
Apparently, we weren’t that far off.

Quizzed as to the reaction to his cuddly cartz, O-Cartz owner
Corey Lamb says the pedicabista referred to him as “the enemy.”

Why can’t we all just get along, wondered Lamb. “It’s free
enterprise. I didn’t know that McDonald’s thought Burger King was
the enemy.”

Lamb (who considers himself “very eco-friendly”) has a fleet of
just three six-seat electric cars — with an eye on expansion —
and four drivers. Whereas pedicab drivers typically pay a
$50-per-shift rental fee and reap the rewards of tips from sodden
customers, O-Cartz drivers make an hourly wage, a commission and
tips driving lunchtime weekday crowds and weekend boozehounds
around for $3 a head.

Then again, pedicab hustlers have the “hot chick advantage,”
wherein they hike up their shorts and Daisy Duke–tie their shirts
as a means of gaining market advantage, at least for a certain
clientele. Don’t deny it; you people know who you are.

Orlando — being the vibrant, 24/7 metropolis it isn’t — is hot
and bothered to slap some regulation on this burgeoning bit of
capitalism. The city is in the first-reading stage of a
regulatory ordinance that will apply to both the O-Cartz and the
pedicabs on issues of pricing and insurance. The rumble, however,
remains unscheduled.

subsidy of 33% of the cost of new indigenously developed vehicles
(exclusive of excise duty, sales tax and all other levies) or
Rs.

80,000/- per vehicle for battery operated three wheelers (eight
seater and above), Rs. 75,000/- per vehicle for battery operated
passenger cars (four seater) and Rs. 3.50 lakhs for battery
operated buses / minibuses ( ten seater and above), whichever is
less, to Government organizations, Government undertakings,
Autonomous Institutions, Public / Private Limited Companies,
Registered Voluntary Institutions and Registered Professional
Associations of repute, under the Societies Registration Act,
Hospitals, Educational Institutions, Tourism and Archaeological
Sites etc.

Manufacturers like Mahindra & Mahindra Ltd., Scooters India Ltd. 
and REVA Electric Car Co (Pvt.) Limited are manufacturing battery
operated electric vehicles.

This information was given by the Minister of State for Shipping,
Road Transport and Highways, Shri K.H. Muniyappa in a written
reply in the Rajya Sabha today.

The list voted several years ago to minimize discussion of fuel cells, but I don't recall any such limitation on discussing "internal combustion engine coupled with an electric generator." I'm willing to listen to those who might wish to have such a limit, and if necessary we could conduct a poll.


Well I need the list to answer electrical questions, not so much ICE questions, 
so I can happily go either way.

going to move into the hybrid car arena, I think the cars have to
be mainstream cars ... I don't think people want to stand out, I
think they want a vehicle that's going to give them good fuel

Now, because we're not going to have as much global warming, I
don't think any of us understand all that anyway. I think the
governor probably does, and the president probably does and the
Environmental Protection Agency probably does, but I don't
think you and I could really give you a good definition of what
global warming is or means.

The E-Flex Auto Revolution

Calling an e-flex vehicle a “series hybrid” is not accurate,
according to Larry Burns, Vice President of Research and
Development for General Motors, and he’s right.

In order to see why GM’s revolutionary new Chevy “Volt”
automobile design is different from typical hybrids, the “series”
designation is helpful, but that’s all.  Hybrids to-date, by this
reckoning, are parallel hybrids, since the gasoline and the
electric motors are both connected to the drive train.  In the
Volt, the gasoline engine only powers an onboard electric
generator, and only a powerful electric motor actually turns the
wheels.

At a breakfast my friend Rob Peterson at General Motors set up
earlier this week with Burns, at GM’s Technical Center in Warren,
Michigan, the top R&D VP stressed that GM’s “E-Flex” concept is
broader - it allows “the same powertrain to use different types
of energy.”

Different types indeed.  The Chevy Volt, a brilliant and long,
long overdue automotive innovation, can run on either gasoline or
electricity stored from the power grid.  Currently planned to
have a battery pack storing 16 kilowatt-hours and weighing under
400 pounds, the GM Volt will have a range of 40+ miles using
plug-in electricity from home.  The car will also be able to
operate independently of the battery, running purely on generator
supplied onboard electricity, getting 50 miles per gallon and
having a range of 600 miles.  This is the car we’ve been waiting
for.

When I asked Burns why someone hadn’t made a car that had an
onboard generator and an all-electric drivetrain sooner, he had
some interesting answers.  Much automotive R&D is influenced by
government mandates, of course, and in the early 1990’s policies
emphasized developing a zero emission vehicle - even though the
Volt in a normal commute cycle would almost never use its onboard
gasoline generator, it didn’t qualify as a ZEV.  At the same
time, for the coming hybrid cars, policy goals fixated on an 80
mile per gallon mileage standard- the Volt, when running just on
gasoline, only gets about 50 mpg.

Here is where e-flex technology gets really interesting:  General
Motor’s Volt isn’t just a long overdue innovation some might call
a series hybrid.  With an all electric drivetrain, it is a
platform that can accept any source of electric power; an onboard
generator running on hydrogen, diesel fuel, or gasoline; a fuel
cell; batteries.  No matter what technology is best suited to the
fuel resources of wherever an e-flex vehicle is operated, the
basic design and drivetrain stays the same when the power systems
vary.

Returning to the Volt, what makes the series hybrid version of an
e-flex car extremely exciting is not just the freedom of a
vehicle with a 600 mile range that can operate most of the time
on plug-in electricity - it is the utter simplicity of the
vehicle.  As Larry Burns put it, “you can see some big components
dropping off the car” when you move to an all electric
drivetrain.  The most dramatic example of this is the
transmission, which in a conventional hybrid is an amazingly
complex mess of gearboxes.  In an all electric vehicle, a
two-speed transmission linking one electric engine to the
drivetrain is all you need.  These Volts are going to last
forever.

Along with “E-Flex platforms, eventually automobiles will have
in-wheel motors, collision avoidance systems, ultra-safe
interiors, increasingly capable modes of autopilot, and power
sources we can only imagine.  As Burns explained these and other
features that constitute the imminent and first-ever “new
automotive DNA,” his optimism was evident.  And optimism is
warranted.  Today is the dawn of the automotive industry’s
electric age, the biggest revolution since the horsedrawn
carriage gave way to the gas powered car.  Right now, today, the
Chevy Volt is the biggest step forward into that age yet seen. 
Bring ‘em on.

Well, you won't exactly be able to waltz into a Scion dealership
and pick up this electrifying number, but the folks at AC
Propulsion have managed to convert the xB into a fully electric
car. They call it the "eBox."

AC Propulsion, a California-based company, isn't exactly claiming
to save the environment with this conversion -- you'll still have
to get your electricity from somewhere, and chances are that
power plant pollutes at least a little -- but it certainly is
paving the way to show what is possible. The eBox won't be quite
as fast as the Tesla Roadster either, but it will be able to top
out at 95mph and travel for about 180 miles on a single charge
(which takes about five hours).

The full electric conversion doesn't come cheap. In fact, at
$55,000, it costs about three times how much the Scion xB
($18,000) does. But you do get 635 pounds of lithium ion
batteries.

HELENA - New vehicles that get at least 35 miles to the gallon on
highways would have their licensing fees waived for two years
under a new provision that Gov. Brian Schweitzer plans to add to
his "clean and green" energy bill.

He made the announcement Friday just before test driving what may
be the cleanest of vehicles -- an electric car.

"Hey, Nance! Whaddya think?" Schweitzer yelled at his wife while
looking over a gray ZENN electric car. "This is my pick for the
day. What other colors do you have?"

ZENN stands for Zero Emission No Noise. The three cars the
governor was looking at were brought to Helena by Ron Gompertz,
owner of Eco Auto in Bozeman.

Gompertz is asking state lawmakers to support a bill by Sen. Bob
Hawks, D-Bozeman, to allow medium-speed electric vehicles to
travel up to 35 mph on city roads.

Such vehicles are currently prohibited by law from traveling more
than 25 mph.

"A moped can go faster" than that, Gompertz said.

The governor took short drives in the vehicles, towing along at
least one reporter and at one point seeing if he could get his
dog, Jag, into the back of one of the cars.

He asked how fast the car could go, and Gompertz explained there
was a device known as -- no kidding -- a "governor" that kept it
from going over 25 mph.

"I actually like that speed limit -- I might buy it for my
daughter," Schweitzer joked, referring to his teenage daughter
Katrina. "I would like to put a governor on the car she is
driving right now."

Electric cars such as those sold at Eco Auto are classified as
"neighbor electric vehicles" under state law, a designation that
was created for golf carts.

Hawks' proposal -- Senate Bill 185 -- would create a new
category, "medium-speed electric vehicles," which would allow
them to travel up to 35 mph on roads, although they still would
not be allowed on roads with speed limits over 45 mph.

Medium-speed electric cars are not meant for cross-country trips,
but rather for driving around town. The problem is that
electric-car owners want to drive faster than 25 mph, so the
dealers hope raising the speed limit will convince more people to
buy one.

Another Bozeman businessman, Steven Titus, president of Free
Drive Inc., was in Helena Friday to drum up support for Hawks'
bill.

Most electric cars are simply plugged into an outlet so their
batteries can charge overnight. However, Titus has designed a
medium-speed electric vehicle that will draw part of its energy
from attached solar panels.

Titus said he recently attended an alternative energy car show in
California where 100 different types of vehicles were on
display.

"From what I heard, people are ready" for electric vehicles, he
said.

Schweitzer's proposal, meanwhile, would promote more traditional
vehicles, albeit ones getting good gas mileage. His proposal
would waive license fees for two years on a new vehicle that gets
35 miles to the gallon or better on highways.

The Honda Civic, Ford Focus FWD, Toyota Camry and Toyota Prius
all fit that definition.

The provision will be part of the governor's "clean and green
energy" bill, which includes tax breaks for clean-coal
technologies, solar and wind power, and biofuels. It will be
sponsored by Sen. Jesse Laslovich, D-Anaconda.

Hawks' bill has cleared the Senate and has been assigned to a
House committee.

This is call a battery cell cadmium test.  It is a cell tester that has a 0 
to 3 volts read out. One lead is inserted in one cell just touching the 
electrolyte and the other in the next cell.

You should be able to read each cell voltage which will be about between 2.1 
to 2.3 volts between two cells.  When you read the end cells, insert one 
lead in the cell and one on the post next to that cell.  Then read the other 
end cell to that post.  Then you add both of the end voltage together which 
should then read between 2.1 to 2.3 volts.

The one I have is made by Cal-Van Tools Company #545 Battery Cell Tester 
that I got from a local suto parts store back in 1976.  I check on the 
source of supply and they still make this model plus others today.

I try inserting the same leads in the same cell and I did not get a reading 
or it read 0 volts on this type of meter. There would have to be added 
circuitry to make it work like you want.
