As I have mentioned before, the terminals need to be cleaned with sand paper (or a flap sanding wheel in a 4 inch grinder, carefully.) Then you need to apply a very light coating of NoAlOx to the terminals and to the bus bars. Just a thin film of coating is fine.

NoAlOx is the black goop that electricians use for aluminum wiring connections. They sell it in the hardware store.

You need to sand the terminals because at least one of them is made from aluminum. It gets an oxide layer on it almost immediately. Aluminum oxide is a very good insulator, (unlike copper oxide which is a conductor, mostly.)
