There must have been something going on - why would the police show up
minutes after he plugged his car in? Someone must have called in the
cops.

Was this a private school? If his kid is in that school or if it was a
public school in his school district, then he *is* paying this school
already through his property taxes and other ways schools are funded. If
this is an event or class that he had to subscribe and pay for, then he
is even more paying for the facilities at this event. It is telling that
the police not even asks if the school wants to pursue this, but decided
on their own to follow up on their original action with the maximum that
they could, no matter that they should be concerned about Public Safety
and I see no public safety related issues with plugging in an EV in a
public accessible standard outlet.
It sure sounds like somebody has an axe to grind and twists all
arguments to satisfy the basic premise that he had from the beginning,
no matter how ridiculous. How many thousands of dollars are wasted by
keeping so many officers occupied with a non-issue that should have been
handled with a single sentence warning and "Have a nice day".
Of course - we do not know the details - he might have been perceived as
a jerk instead of explaining that there is no difference between
plugging in a small electric barbequeue or toaster to have a tail gate
party or plugging in his car.
It might be that he was warned but plugged in anyway, we don't know
unless we can get the details of the situation. But the response appears
to be excessive, unfortunately not uncommon in today's schools.

No District Attorney in his right mind would take this to court. If he
did, a judge is certain to throw the case out. And even if he didn't,
what's the fine going to be? A nickel?

There are a million "crimes" like this every minute of every day. Every
one of us probably commit such "crimes" on occasion. Did you leave the
light on in the public restroom? Take an extra napkin from McDonalds?
Borrow a pen and forget to return it? They all needlessly cost the
company money.

I wonder if there is more to the story? Was the Leaf owner belligerent,
or was there already "bad blood" between the Leaf owner and police
officer?
