Of course. This is what you would probably have gotten 20 or 30 years ago. Today, you might still, but it's less likely. Apparently Victor Hugo's message hasn't connected over 150 years later, if we're seeing people arrested for stealing 5 cents' worth of electricity. It's of no help to rail against this attitude. We simply have to deal with it. As EVers, we're perceived as unconventional - or, perhaps worse, as elitist. Both are red flags for many kinds of authority figures. Be careful out there.
