I suspect such prosecutions happen for a few different reasons.  

1. The "culprit" is uncooperative or disrespectful when told he's doing 
something wrong.  

2. The officer wants to make an example of the "culprit."  In this case 
(speculating) it might be an officer with an anti-EV bias.

3. The officer has an arrest quota.

4. The officer is having a bad day.  (Seriously.)

The US is a legalistic society.  A myriad of things that are harmless or 
nearly so are illegal.  Laws are sometimes enforced just for the sake of 
enforcing them.  As in this case, things can rapidly spin out of control.

To be fair, the US isn't alone here.  There are many others round the world 
like this, and some are markedly worse.

Those of us who grew up in more permissive times have to realize that times 
have changed..  

Back in the 1970s and 1980s, you could plug into semi-public receptacles - 
parking lots, large buildings - and generally expect little or no grief.  If 
a security staffer wandered by, you were more apt to end up showing him 
round your EV and even taking him for a ride, than you were to get in any 
real trouble.  Usually, the worst that would happen is you'd get a warning 
to "ask first next time."

Today - who knows.  I don't think I'd try it now.  It's a different time.
