The argument against putting the guts in the coupler is that it's likely to get run over and dropped in puddles etc. You also want to interrupt the electrons as close to the source as possible, in case hose is compromised.
You could however argue that the utility end is also likely to be dropped in puddles and run over; all outdoor outlets are GFI protected already. So who knows, maybe that requirement will be relaxed too in the future. Especially if some large carmaker decides they want it that way.... The next logical step would then be to just use stench-cords with GFI outlets since the "safety" features of 1772 has largely been eliminated and the cost is eating into car makers profit.
