This is certainly the logical way to do it. However, logic has little to do with politics and business.

I also imagine there'll be much wringing of hands over figuring out
what to charge for charging as opposed to parking...

Ironically, every parking meter I've ever seen already charges *way* more per hour than the cost of the electricity you could get from an AC outlet on that meter.
