Basic Physics: you never get energy for free, so the energy to charge the vehicle must come from the people. If you are extracting extra energy, that means that pedestrians need to deliver more energy, for example by tiles that change position (altitude) while standing on them, so the pedestrians need to "climb" from the tile after stepping on it. The effect can be minimal, but there needs to be some "path" traveled to generate work, else no energy can be generated. So, instead of a flat sidewalk, pedestrians will get the idea that they are walking uphill to walk across these tiles. This also means that they are not good for all types of pedestrians and (foot) traffic. I expect that the feeling of walking over these is similar to the "dragging" feeling that you get when walking over the rubber tiles surrounding children play structures.
