Building on what Mike posted, my assumptions are:
- the end EVSE host will have your Electrician friend do the install
- that it will be at a home where the EVSE will be outside,
- is located near San_Rafael-CA,
- and their visiting friends will be there for at least 2 hours.

Looking at the nearby private EVSE on plugshare.com , there are a mix of
j1772, L1, a few Tesla-only, and only one 14-50 outlet. So, j1772 and L1 are
the most common for outdoor EVSE.

Plugshare also shows there are plenty of public L2 6kW at $1.50hr, and
several public L3 available. So, it is isn't like the visiting friends will
get stuck, they just want to nurse a charge so they do not have to stop and
use the public EVSE.

To me this means the EVSE host has to decide how much power they are going
to offer, how many plugins the host will accommodate, and how much they want
to spend on the EVSE install.

The lowest cost offering the EVSE host can have is a couple of L1 outlets.
This can be two 20A circuits running on 12-3 cable to one duplex 5-20 outlet
where the shorting strap is removed and each outlet is wired to have its own
120VAC 20A circuit:

The host's EV/plug-in-hybrid friends would need to bring their own L1 EVSE
and extension cords. J1772 EVSE will cost the host much more than offering
the L1 alone, but the friends can more easily come and plug-in without
having to remember to bring their L1 EVSE.

Using j1772 higher power EVSE, the Electrician would need to find out what
the EVSE host's power panel amperage limitations are.

There are two main j1772 choices: L2 3kW or L2 6kW EVSE, because cheaper
plugins will only have a half-powered 3kW on-board charger and the more
expensive ones will want more power. The cost difference between a 3kW or
6kW EVSE is not that much. But the cost of installing more electrical power
may cost more.

So the EVSE host's choices might be:
- 2 L1
- 1 L2 3kW, & 2 L1

- 1 L2 6kW, & 2 L1
- 2 L2 6kW, & 2 L1

Be sure to mount the EVSE to where the j1772 cord will reach around to the
plugins that are optimized for right-hand driving (j1772 port on the left
side).
