Tesla knows that they need a lower cost line of vehicles if they wish to keep 
growing sales.  So they will certainly do such a thing.

Possible interpretations of this rumor:

1. The lower cost vehicle project is being restructured in some way.  Perhaps 
the original concept is being dropped and it will be replaced by some new idea.

2. Someone is feeding the rumor mill because they want the stock to drop so 
they can buy a bunch of shares at a cheaper price.

My money is on option 2.
