You can try charging and discharging them 3 times....but if they don't
"wake up" by then, they are most likely permanently degraded. [And may
also suffer from "whiskers" depending upon the cathode?/anode?
chemistry, so could potentially short out spontaneously and go into
thermal runaway, so be careful when charging/discharging...make sure
that if they burst into flames they won't start anything else on fire...]
[I don't know what you mean by "Heavy" voltage levels....but leaving
them fully discharged is very bad for LiIon chemistry, and leaving them
fully charged also reduces their calendar life.]
