I've read that lithium cells or batteries of any chemistry should be stored 
at 60-70% state of charge.  When you buy a new rechargeable household gadget 
or power tool, it'll generally arrive at about that SOC.

You have to also watch out for self discharge, especially in assembled 
batteries.  I suppose the thing to do is to periodically cycle them, ending 
at 60-70% SOC.
