Tesla vehicles turn on their brake lights with moderate regen. As far as I 
know, they always have. They certainly worked like that on my 2014 Tesla Model 
S when I started driving it in early 2015.

On the Tesla, the brake lights come on at a moderate braking, about enough to 
just start to move you into the shoulder harness. They also come on while going 
down a steep hill, even if your speed is constant, because of the level of 
regeneration.
