I have seen tail-light assemblies for motorcycles that turn on when the
vehicle slows.  I would imagine that somebody makes an aftermarket circuit
box to do that for you.  A relay and a mercury tip-switch could give you
that function also, maybe using bolt-on LED displays instead of the OEM
brake lights.  That would avoid tinkering with the stock brake lights and
wiring.
