You say that as if you think this is something new. As far as I know it has been that way ever since Tesla opened up a lot of their chargers to non-Tesla vehicles - definitely has been that way since I bought my Lightning. Nothing new. And if you are going to use Tesla SuperChargers very often, buy the membership and get the Tesla pricing. About two charge sessions per month will pay for it. The pricing varies by location and time of day, but 10 - 15 cents per KWH is typical. Rivian also charges non-Rivian vehicles more (and they don't have a membership plan for non-Rivian vehicles). Sort of related, Electrify America (and some others) also have discount membership plans that makes sense if you will be using that network very often.
As for Congestion pricing, I have also never been charged for it.
