I could be wrong, but I'm pretty sure that it's a code violation to install a NEMA 10-30 or 10-50 receptacle now. They're probably OK for replacing an old, worn out receptacle of the same type though. Maybe you don't need a neutral for your EVSE, but you can't predict what some future owner of your house might plug into that receptacle. If you're a homeowner installing a circuit to supply your EVSE and you put in a 10-30 or 10-50, I expect that your inspector will make you change it. The 10-30 and 10-50 were disallowed for new US installations decades ago.
