Hi Elizabeth,

It makes sense that a patron may not be able to retrieve their hold when it
becomes available for them, and may want to pass on the current item but
suspend their hold, possibly with an activation date, and keep their
position in the queue.

Suspending a hold is currently disallowed once the item has been captured.

Maybe it would be useful instead, to allow captured holds to be suspended,
and have that action also perform a retarget to free up the captured item
for the next hold.

Essentially, the steps that the staff user would need to do manually to
move the hold along to the next person and suspend it for the current
patron would be wrapped into the process of suspending the captured hold.

That sounds worth a wishlist bug to me.
