I see it's claimed to be "more efficient" and I can certainly see that. It will allow the Koch brothers to directly buy the laws they want without having to buy Congressmen.

The statement,"Majority rule based on one-person-one-vote notoriously results in tyranny of the majority–a large number of people who care only a little about an outcome prevail over a minority that cares passionately, resulting in a reduction of aggregate welfare." is ridiculous. How is it tyranny of the majority that women are allowed abortions inspite of a passionate minority that doesn't want them to? Having passionate minorities decide public policy sounds like a definition of Hell to me.
