Are you saying that Mars Rover cannot interpret some of its data on Mars, when 
nobody observed it, or are you saying that Mars Rover has enough observation 
abilities?

What makes the Mars Rover a machine is that it can act and react to its environment.  If it's an AI Rover it can learn and plan and reflect.  To invoke an "observer" is just push the problem away to "What is an observer?"
