If they have to select "Send Only Once", then they are not using the Out of Office Assistant, rather are likely using the Rules Wizard. As Andy has already said, using Out of Office Assistant will cause the OOF rule to only fire once per sender.

So if you check the "Send the response to each sender only once..." that should keep it from happening....no?
