There should be only one OAB Version 2. It is quite possible that the presence of the second one is confusing Outlook.
I have seen a duplicate OAB Version 2 appear after you create a blank Pub.edb and then later restore the original public information store. The blank one starts with its own OAB Version 2 and updates the directory. Then when you restore the original public information store, the original OAB Version 2 folder comes back - and you have two of them. I think I fixed this in the past by running IS/DS Consistency Adjustment on public folders and asked to adjust all inconsistencies.
