It's a user competence issue. (Cue Ed C.) Similar names in the GAL is not an excuse for misaddressed emails.
I'd send out a notice to staff reminding how to use the auto complete feature and how to Check Names before sending. Remind them that there are two Jim Smiths in the company and that they should triple-check that the Jim Smith in the To: line is indeed the Jim Smith who should be receiving the message.
