How many messages does he have in his Inbox? What about other folders? Number of messages in a folder can have a serious impact on how quickly Outlook works.

His specific complaint is that it takes 3-5 seconds to open an email. More, possibly irrelevant info: his network account is in a separate NT4 domain, but he authenticates to the "primary" domain for his email, and of course, once he authenticates one time, he does not need to manually re-authenticate unless he closes his Outlook. I'm not positive, but I'm guessing that he's running Outlook 2000, possibly Outlook 2003 on Windows 2000 Pro.
