How many messages does he have in his Inbox? What about other folders?
Number of messages in a folder can have a serious impact on how quickly
Outlook works.

Also is it taking him a long time to open a message or to start Outlook?

My CTO is complaining that email is slow to open. He's in the same
building
as the mail server he's on and is connecting at 100Mbit to the network.

mail server is also connecting to the LAN at 100MBit. I'm pretty sure

not his local machine as, being the CTO, he always gets the best toys.

Any suggestions on how to locate and resolve the source of the problem?
His
specific complaint is that it takes 3-5 seconds to open an email.

More, possibly irrelevant info: his network account is in a separate NT4
domain, but he authenticates to the "primary" domain for his email, and
of
course, once he authenticates one time, he does not need to manually
re-authenticate unless he closes his Outlook. 

I'm not positive, but I'm guessing that he's running Outlook 2000,
possibly
Outlook 2003 on Windows 2000 Pro.
